I live on the first floor of a building that has 3 floors above mine and two floors of parking garage below me. Over a week ago I heard the upstairs neighbor turn on his shower and about 5 to 10 minutes into it my toilet gurgled and then all these soap suds appeared. I called maintenance, they said they snaked the main line and it wouldn't happen again.

Next evening very late.same thing, maintenance guy said he never saw such a thing and opened some main line cap and water came out. Went back to office on the following saturday and said this needed to be fixed asap, while I was waiting for maintenance to come it happened again, this time guy removed toilet from floor brought in some kind of huge vaccuum and snaked the toilet and the line. I was told not to use bathroom for a number of hours because he had to recaulk the toilet.Came back to apartment following evening and everything seemed fine but I went back to office to find out what my recourse was if this should happen again. They called in a professional plumber and he came out immediately and said he snaked the line 150ft to the street, ran my tub and went upstairs and ran the shower upstairs and nothing happened.thought it was completely fixed. Came home from work late last night and there was a bowl full of dirty soap suds and no water in toilet.Question: if there is no clog then what is causing this, how does it get fixed and do i live with the dirty soap suds?
I have an 8 month old baby and i'm afraid its going to overflow one of these days. Management is saying that its not inhabitable because its just some soap suds but I don't agree.whatever distgusting sewage and chemicals are coming back through the pipes and into my toilet can't be good and I'm trying to avoid having to deal with a worse scenario.
Just because my toilet is not overflowing doesn't mean that its not inhabitable. I keep telling them that the plumbing in the walls has been connected improperly but the manager won't listen. She thought the neighbor above was using some kind of automatic shower cleaner causing alot of bubbles coming through the line but I've explained that if the plumbing was done correctly then no amount of bubbles would come through. They are having a professional plumber come and put a video camera down the whole line starting from the fourth floor.I just moved in and I just want to unpack but I'm afraid I'm going to have to turn around and pack and move again. Somebody please tell me what I'm supposed to do.

Perhaps, this is why the apartment has been vacant so long. As stated by others before me, there is an unnatural restriction in the main line, most likely below your unit and you are getting the waste of those above you. One remedy is rodding the lines, another option is power vacuuming the waste line using a 'clean out' and not a toilet.
Powerflushing is still another option and the last option is, a sewer camera that can travel the inside of your wastelines, looking for defects. Each option has a related cost to the owners of the apartment, with the cheapest option as its first choice.I'm guessing that your issue was there before your arrival and has been an ongoing issue that has gotten worse. Until the issue is resolved, having sudsy waters in your toilet is nasty, but not dangerous, as long as those suds don't overflow.I hope you have considered Apartment Dwellers Insurance to cover any losts that could/might occur, until the plumbing issue is resolved.Best Wishes. Yes they are 'tryng' to fix the problem but how many tries do you give them? If I were you I would put it all in writing, whole sorid history and send it to the landlord. Give them one final chance to fix within a reasonable amount of time. Tell them if it is NOT fixed you intend to vacate and will want your security deposit, assuming you have one returned in full. The management has snaked, actually called in a professional twice, as a matter of fact today they did put a camera down the entire line and the plumber has assured the management that there is nothing blocking the line but he did see a resevoir of soap. I spoke with the assistant manager and mentioned that I don't believe its just soap but also dirt, chemicals and grime in my toilet and that the way the plumbing is working currently is not normal. The water is supposed go down the toilet not back up. I do have renters insurance but the twist is, I've just moved across the country as a single mom with an 8 month old baby, i'm completely exhausted and i really think moving again will break me.

I just want to unpack and get settled. The management is being very diligent. So I'm going to see what happens.i also don't have the money to move again.I've only been in the apartment for a few weeks.

Bubbles Come Up Through Toilet
From a DIYer not a plumber. Might it also be the flushing WC creating a negative pressure in the pipes upstream of it, causing air to be taken in through the bath plug hole and the air bubbling through the trap causing the splash back. If you put the plug in and flush the WC is the plug popped out which means it isn't a suction issue or do you then get a gurgling from the sink if it's on the same main drain before going into the stack.
If that happens you might need to add an air admittance valve. I put in an ensuite bathroom a decade or so ago with a long 4' branch across a bedroom to the stack at the side of my house and my plumber friend having looked at the plans predicted what you describe, unless one was fitted. Also with the bath trap paritally 'sucked out' there was the risk of smell coming back up the plug hole. I followed his advice and put one in with the rest of the waste pipes and have had no problem.
